Measuring Our Performance

Council needs to know that it is meeting its agreed Corporate Outcomes. It must be able to prove this and also to have a means to communicate performance to the community. If performance measures are relevant and appropriately monitored, they can be critical to future planning and policy decisions.
During 2005/06 Council reviewed its performance standard system in order to produce a set of indicators which:-
- Better suited Council’s management reporting regime
- Is consistent with industry benchmarks and practices
- Linked more directly to Outcomes and Sub-outcomes contained within CITYPLAN
- Is more easily reported internally and to the community of Bankstown
Relevant performance information is collected and used regularly by managers to assess the performance of Business Units. This information is centrally collected and , where possible and relevant, indexed or “rolled up” for use as a higher level indicator for senior management, Councillors and the community. The top line indicators represent those measures which give a broad picture of how Council is meeting its performance targets.
Indicators shown below in italics are related to the City generally while the other indicators are more directly linked to Council operations

Community research
Council is active in researching the views and concerns of the Bankstown community. The results of this research assists in providing appropriate services and facilities on a day-to-day basis. Information gathered also contributes to Council's longer-term strategic planning for the City.
Four time each year, a larger community survey is conducted by telephone to gain information on the importance of various Council services and facilities, and the community's views on Council's performance. This survey involves a randomly selected sample of city residents and provides the most comprehensive source of performance data from the community's perspective.

The following table shows community ratings given for a wide range of Council services over the past three years. They are based on the importance of the service and Council’s performance in delivering that service. Each service is rated out of 10 for importance and performance and the mean rating represents the average score given for each one by the community. Council analyses the differences between scores for like areas e.g. performance vs. performance and also widening or shortening gaps between ratings for importance vs. performance.

Community connectedness
Council regularly asks residents a range of questions about their experience of living in the city, and their level of agreement with statements that describe their degree of connection with their communities.
The following table provides a summary of community connectedness and quality of life scores by Ward and for the City as a whole in 2005. Notably, there are differences between Wards with South Ward scoring highest in terms of both local connectedness and overall quality of life.
